The Wisconsin Secretary of State’s office is responsible for maintaining and managing vital state records, including pardons, oaths, and deeds. They provide essential public services, such as processing authentications and apostilles, to ensure legal and administrative documentation is handled accurately.

The Objective

The objective was to modernize the Office of the Secretary of State’s constituent services by digitizing manual, paper-based workflows. This initiative focused on creating a web-based platform that enables constituents to access online services while providing staff with centralized tools to manage, track, and process requests efficiently.

The Solution

I led the UX research efforts to identify pain points in manual processes, which informed a comprehensive, user-centric redesign. Me and my design team architected along with the developers the end-to-end workflows for both public portals and internal admin systems and created a scalable design system—now used by other departments and agencies—to ensure long-term consistency.

The final solution modernized the office’s operations by implementing a centralized ticketing system, digitizing record databases, and integrating secure online payment methods to replace traditional, paper-based workflows.
